I’ve got no argument with Mr. Skurla. What he says about the contracts is correct as far as it goes.

But construction is a tricky business. Change orders throw things off. There was no East Duluth stadium in the original Red Plan but its in those contracts. And despite the fantastic bargains we supposedly got because Contractors were so desperate to have our business the Red Plan has just had three building projects shelved to shuffle the 11 million they would have cost to beef up spending at other building projects. And it wasn’t that long ago that the District borrowed five million from operations to shift into Red Plan spending.

I agree with Brenda Anderson. I suspect that there has been a great shell game going on and that a great many rules about how the District is to treat its operational spending have been ignored. The state doesn’t have the money to look into this and frankly because of the State Education Commissions complicity in smoothing the road to the Red Plan discovering financial shenanigans is the last thing they would want to do. Their bosses boss is running for President of the United States.

And what the hell is Mr. Skurla an economist who works for UMD and who has no special knowledge of K-12 school funding or spending laws doing defending the District’s use of operational moneys? Maybe he’s on loan from Catherine Martin. These educators who like to build things have to stick together.
