It appears that the Finance Plan for funding the Red Plan Option is coming up short due to lower interest rates and the crisis in investment banking failures. You can probably count on Superintendent Dixon to ask the school board to borrow more money and issue more debt to come up with the sticker price for JCI of $293.9 million.
