Declining enrollment in ISD 709

I can’t say the Trib has ignored the issue any more.

As of last school year, a market share report from the Minnesota Department of Education shows the Duluth district has 73.5 percent of the students from the Duluth attendance area. Charter and nonpublic schools have almost 10 percent each. In 2000, the district had 80 percent of the students.

The only answer the school administration seems to have is to make teachers sit through training on preventing bullying and cross their fingers that when the Red Plan is finally finished then children who have left ISD 709 will be willing to leave their new friends and come back to the new JCI school buildings.
