I take from this story that consultants, like the ones who advised us the Duluth Aquarium would be a big revenue generator, consultants can be counted on for one thing. They will tell you what you want to hear as long as they are paid enough. (In JCI’s case that meant recommending $300 million worth of spending and having JCI supervise the work) Boy, I’ll bet that made all the other consultants jealous.
