This is the cheeky but accurate double entendre is the title of an analysis of the Red Plan by three local professionals. It clearly shows how JCI grossly exagerated the costs of fixing up the Duluth Schools. Coupled with a novel analysis of state law which prevented a referendum, an illegal contract let without a competitive bid and which prevented the School District from hiring anyone else from fixing up Duluth’s schools you can begin to see how sneaky JCI has been.
