Ralph Doty’s story in the Budgeteer made some folks angry. The Superintendent came off sounding a bit over confident.

“Dixon told listeners there is “no obligation on the part of the board to put [the issue] on the ballot. In this case there is no such thing as a reverse referendum.” Dixon said the board acted “within their prerogative” — within their guidelines — by voting to adopt and finance the Red Plan without a public vote.”
