The Board rejected the idea.<a href=\"http:\/\/www.duluthnewstribune.com\/event\/article\/id\/169189\/\"> Not so the Two Harbors\/Silver Bay School District.<\/a><\/p>\n<p>It was because Dr. Dixon had lost so much trust in Faribault that he could not get a levy passed that he was encouraged to leave that town. Is Two Harbors a glimpse at our future in Duluth?
