The anonymous person who forwarded this flyer to <strong>Let Duluth Vote<\/strong> asked, &#8220;Surely this can&#8217;t be legal?&#8221; <\/p>\n<p>Maybe <a href=\"http:\/\/www.fryberger.com\/attorneys\/rtoftey.html\">Robert Toftey<\/a>, the husband of Gail Toftey, could explain this point of the law.
