It involves the state of New Jersey so is not quite analagous to the municipality of the Duluth School District. The article was also written by a man with a strong prejudice. <\/p>\n<p>Nonetheless, The District is offering bonds that are almost <strong>three hundred <\/strong>percent over its annual budget without voter approval.
