I had thought the failure of the renewal would leave the District $7 million in debt. If renewal fails (its the lowest of three requests being put to Duluth&#8217;s voters) the District will have to hack about $11 million dollars off of its programming. That&#8217;s more than the District will have spent on the Red Plan this summer.
